Lexington’s Newly Appointed City Attorney
On Tuesday, January 14, 2025, the Lexington City Council made a significant decision by appointing Stephen “Bit” Holton as the full-time City Attorney for Lexington. Mayor Jason Hayes expressed gratitude for Holton’s six years of dedicated service and shared his enthusiasm for Holton’s continued role as the community evolves and embraces new opportunities. Since 2018, Holton has capably managed a variety of legal matters as the part-time City Attorney, and this appointment marks an important step in his commitment to the City of Lexington.
About Stephen ‘Bit’ Holton
Since 1981, Holton has centered his practice on land use planning, municipal law, residential real estate and commercial closings, estate planning, and corporate and commercial law. From 2000 – 2003, he served as the County Attorney for Davidson County, NC. During his time as County Attorney, he partook in developing Davidson County’s Land Use Plan, along with other various zoning ordinances and amendments.
Holton was a partner at the Holton & Holton Law Firm in Lexington, NC, from 1981 until 2000, where he collaborated closely with his father, Frank Holton Jr. Since then, he has remained engaged in the legal profession in North Carolina.
